 Immigration, Refugees and Citizenship Canada (IRCC) provides regular updates on its application processing times to help applicants understand how long their applications may take under normal circumstances. These updates are shared either weekly or monthly, depending on the type of application. The duration it takes to process applications can vary significantly due to several factors, including the number of applications received, existing backlogs, staff availability, and changes in government policies or procedures. IRCC starts processing an application as soon as it is received—either when an online application is officially submitted or when a paper application reaches their mailroom. This article will explore how processing times for various types of applications have shifted over the past year.


Foreign nationals who meet the eligibility requirements may apply for permanent residency in Canada through one of three federal immigration programs managed under the Express Entry system. These programs include the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FTSP). While each of these programs operates within the Express Entry framework, their processing times can differ based on various factors. Over the course of approximately one year, processing times for these Express Entry programs have experienced some fluctuations. However, compared to other types of temporary and permanent residence applications, the changes in processing times for Express Entry applications have been relatively minimal during this period.


Over the past year, the processing time for Provincial Nominee Program (PNP) applications submitted through the Express Entry system has remained relatively stable. In contrast, the processing time for PNP applications submitted outside of the Express Entry system has nearly doubled, indicating a significant delay. Immigration, Refugees and Citizenship Canada (IRCC) has set specific service standards for these applications: 11 months for base PNP applications submitted online and 180 days for PNP applications aligned with Express Entry and submitted electronically. These are the only official processing time benchmarks that IRCC provides for PNP applications.
