Steinbach reveals designated employers for rural pathway to permanent residence


Steinbach, the third-largest city in Manitoba, has released its list of designated employers under the Rural Community Immigration Pilot (RCIP). This pilot program is an employer-driven pathway to permanent residence (PR) for foreign nationals. The designated region for the program includes communities within the rural municipalities of Ste. Anne, Piney, and La Broquerie, along with the urban districts of Landmark and Vita. To qualify for the RCIP, foreign nationals must secure a job offer from a designated employer within one of these participating communities. Furthermore, the job offer must be approved by a local economic development organization, and applicants must also meet the other eligibility requirements set out by the pilot.


Apart from receiving a job offer from one of the above-mentioned designated employers, foreign nationals also need to be in an occupation within Steinbach’s chosen priority occupations for the RCIP.

The community announced its priority sectors and occupations earlier this month.

Foreign nationals need to also meet criteria regarding work experience, language proficiency, educational qualifications, and settlement funds.

After an eligible foreign worker secures a job from a designated employer, the employer must submit an application to the Steinbach Economic Development (SED) for a recommendation certificate during a monthly intake period.

The intake period is from the first business day of every month at 9am until the 15th of each month at 5pm – or when seven applications have been received (whichever comes first).

The Steinbach Economic Development (SED) office will process a maximum of five candidate recommendations per month under the Rural Community Immigration Pilot (RCIP). The first intake period for candidate recommendations in Steinbach is scheduled to open from June 2 to 15. If an employer’s recommendation application is approved during this period, the selected candidate will receive a recommendation certification. This certification enables the candidate to apply for permanent residence (PR) through Immigration, Refugees and Citizenship Canada (IRCC). Additionally, foreign nationals who have applied for PR under the RCIP are eligible for a two-year work permit while their PR application is being processed, allowing them to live and work in the community during this time.
