What You Need to Know About Newfoundland and Labrador's New Immigration System in 2025

 Newfoundland and Labrador has officially issued its second round of invitations through its newly launched Expression of Interest (EOI) system, which became effective on February 19, 2025. This new system applies to both the Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

The first round of invitations was held on April 3, with 256 Invitations to Apply (ITAs) issued. The second round has now followed as part of the province’s effort to better manage its immigration intake.



Why the Change?

In 2025, like many other provinces, Newfoundland and Labrador saw its number of federal nomination allocations cut in half. However, the province successfully negotiated with the federal government and secured an additional 1,000 economic immigration spaces, bringing the total allocation to 2,525 for the year.

How the New EOI System Works

The new EOI system introduces a pre-application step for individuals who want to immigrate to the province. Here’s how it works:

Create an account on the province’s Immigration Accelerator portal.
Submit an Expression of Interest (EOI).
EOIs stay active in the pool for 12 months from the date of submission.
If selected, you’ll receive an Invitation to Apply (ITA).
For NLPNP, the candidate submits the application.
For AIP, the employer submits it.
Once an ITA is issued, candidates or employers have 60 days to submit a full application.

Meet all program eligibility requirements.

Be admissible to Canada under federal immigration laws.

Invite Code Requirement

If you are outside Canada and applying to either NLPNP or AIP, you must have an invite code from your prospective employer. This code is required when submitting your EOI.

However, if you're already in Canada and have valid temporary status, you do not need an invite code to apply under the NLPNP.

Before the EOI System

Previously, individuals could apply directly to Newfoundland and Labrador's permanent residence (PR) programs. The new EOI system aims to better match candidates with the province’s evolving labor market needs.
